House To Vote on PAHPA and First Spending Bill Next Week


This week, the House is scheduled to consider the Senate-passed Pandemic and All-Hazards Preparedness and Advancing Innovation Act of 2019 (S. 1379) under suspension of the rules. The bill would reauthorize programs related to emergency preparedness and public health response efforts. Also, Majority Leader Steny Hoyer (D-Md.) announced that the House of Representatives will begin consideration of fiscal year (FY) 2020 appropriations bills during the month of June, starting on Wednesday, June 12.


Measles Cases Hit Record High


The Centers for Disease Control and Prevention (CDC) has reported that the number of measles cases this year has reached 971, the highest annual total in more than 25 years. The incidence rate is largely due to outbreaks in Orthodox Jewish communities in New York, which began eight months ago amid an increase of anti-vaccination attitudes. The nation risks losing its World Health Organization (WHO) designation for having eliminated measles if the outbreaks continue.


Lawmakers Await White House Compliance with Request for ACA Legal Decision Details


The administration has missed the deadline set by House lawmakers in their request for information related to the Department of Justice’s (DOJ) decision not to defend the constitutionality of the Affordable Care Act (ACA) in court. The chairmen of the House committees on Oversight and Government Reform, Energy and Commerce, Ways and Means, Education and Labor, and Judiciary may start issuing subpoenas when they return from recess on June 4, their next option for obtaining the details and testimony requested from the White House. The U.S. Court of Appeals for the Fifth Circuit has scheduled oral arguments in the expedited appeal of the case, Texas v. United States, for July 9.
